Metolong Authority Clarifies Labour Recruitment by its Contractors

Due to recent community protests at Metolong, the Metolong Authority would like to make the following announcement regarding labour recruitment by the contractors:

Metolong Authority (MA) has put in place a Labour Recruitment Strategy in order to facilitate recruitment of labour by its various contractors. According to this strategy, skilled labour can be recruited nationally and internationally if not available locally. However, contractors are required to establish recruitment offices away from site in order to avoid population influx that may affect the contractors’ activities, to facilitate recruitment and medical screening of labour and the associated social ills for the local communities. Unskilled labour may preferably but not exclusively be found from the communities around the construction works. Relevant Community Council Members, Dam Committee Members, Contractors’ Community Relations Officers (CRO) and MA Community Liaison Officers are there to facilitate recruitment of unskilled labour. It should be noted that employment at the gate or on site is strictly prohibited.

Apart from recruitment of labour, affected communities will enjoy direct benefits that include water supply and sanitation services (WATSAN) and rural electrification. The WATSAN project is meant to benefit 40 villages situated around the dam area in Machache, Tšoana-Makhulo and Thupa-Kubu Constituencies. Five villages that are adjacent to the Dam site have already benefited from Phase 1 of the WATSAN Project while a further 35 villages are intended to be supplied through Phase 2.

The Rural Electrification project is meant to benefit a total of 58 villages including those to be covered by the WATSAN Project.

The primary purpose of the Metolong Dam and Water Supply Programe (MDWSP) is to provide portable water in Bulk to Maseru, Teyateyaneng and the three peri-urban communities of Roma, Mazenod and Morija. In addition, it will also improve the reliability of water supply via existing reticulation to industries located in the Lesotho lowlands region.2

According to the design of Metolong’s Downstream Conveyance System (DCS), pipeline contracts include installation of branches and take-offs at certain points in the pipelines to facilitate future distribution of potable water to end users for the communities along the pipelines and for some other communities further away from the main pipelines. Subsequent distribution of potable water to end users and to the population along the routes of the main pipeline was never envisaged under the MDWSP. The actual construction of the distribution systems from these take-offs is the responsibility of other entities such as the Water and Sewerage Company (WASCO) and Department of Rural Water Supply (DRWS). If the distribution systems are constructed by the respective entities, 30 villages or more along the routes of the pipelines will benefit. More villages may be included if those Government entities identified them to be incorporated in good time before pipe laying is undertaken.

Metolong Dam and Water Supply Programme Launched

On Friday, October 14th 2011, the Ministry of Natural Resources launched the Metolong Dam and Water Supply Programme at Metolong. The Right Honourable, the Prime Minister, Dr. Pakalitha Mosisili officiated the launch which symbolises the commencement of construction activities for the major components of the Metolong Dam and Water Supply Programme.

The official launch was attended by among others, Cabinet Ministers, Members of Parliament, heads of Diplomatic Missions, Donor representatives, Consultants, Contractors, government officials and the general public.

Background of the Metolong Dam and Water Supply Programme:

The Metolong Dam is to be built on the Phuthiatsana River, adjacent to the villages of Ha Seeiso and Ha Makotoko about 35 km from Maseru. The Programme’s main objective is to ensure the sustainable supply of clean water for domestic and industrial use to Maseru and the other neighbouring towns of Roma, Mazenod, Morija and Teyateyaneng.     

 

The Programme comprises five major components which are:

  1. Advanced Infrastructure: 32 km access road on the north, 12km access road on the south, bulk power supply, water and sanitation, telecommunications, reservoir ring-roads and bridges, and other permanent operational facilities.
  2. Metolong Dam: Roller compacted concrete (RCC) dam, 73m high, 210 crest length, which will impound a reservoir of 53million m3 capacity.  It also includes a raw water pump station to supply untreated water to the Water Treatment Works.
  3. Water Treatment Works: The Water treatment plant has a 75Ml/d capacity, and includes a high lift treated water pumping station, rising main and construction of the command reservoir.
  4. Downstream Conveyance System: Over 130km of transmission pipelines, associated pumping stations and storage reservoirs to deliver treated water to the various communities.
  5. Environment and Social Management Programme: This includes resettlement and compensation, water and sanitation, integrated catchment management, environmental flow requirements, cultural resource management, HIV/AIDS programme and environmental management plan.


The programme is funded by the Lesotho Government and a number of international donors as shown below;

          The OPEC Fund for International Development (OFID)

          The Republic of South Africa

          The Saudi Fund for Development (SDF)

          The United  States of America through the Millennium Challenge Corporation (MCC)

Metolong signs contracts 1 & 2 of the Downstream Conveyance System

On Wednesday 12th October 2011, Metolong Authority signed two contracts for construction of the Downstream Conveyance System.  

Contract 1, which represents the pipeline to Maseru, was signed with UNIK Construction Engineering (Pty) Ltd. The contract which is valued at 377, 692, 404.11 Maloti (USD 47, 212, 000) is funded by the European Investment Bank.

Contract 2, which represents the pipelines to Roma, Mazenod and Morija was signed with WBHO Construction (Pty) Ltd. The contract which is valued at 265, 131, 961.84 Maloti (USD 33, 141, 500) is also funded by the European Investment Bank.

Construction of the Metolong Downstream Conveyance System represents a major milestone in the realisation of the Metolong Dam and Water Supply Programme. The Conveyance System will enable transmission of up to 93.4Ml/day potable water from the Metolong Water Treatment Plant into the Water and Sewage Company (WASCo) network, therefore enhancing the much-needed water supply for domestic and industrial use for Maseru and the surrounding towns. 

In addition to the European Investment Bank, the Metolong Programme is co-funded by the Government of Lesotho and other development funders comprising the Government of South Africa, the World Bank, the Millennium Challenge Corporation, the Kuwait Fund for Arab Economic Development, the Saudi Fund for Development, the OPEC Fund for International Development, the Arab Fund for Economic Development in Africa and the Abu Dhabi Fund or Development.

The signing ceremony, which was overseen by the Honourable Minister of Natural Resources Mr. Monyane Moleleki, took place at Maseru Sun Hotel.
