The services required under this assignment are to develop and implement a detailed Compensation and Resettlement Action Plan including a baseline socio-economic monitoring survey (C & RAP) for the MDWSP in consultation with local stakeholders i.e., the directly affected community members and local chiefs, the relevant Community Councils and other interested and affected parties. The Consultant shall work in close collaboration with the MPIU Environment and Social Impacts Section. The C & RAP will be prepared and implemented in accordance with the national and international land acquisition, compensation and resettlement policies and legislation such as the: Lesotho Land Act of 1979, the World Bank Operational Policy 4.12, the proposed Resettlement Policy and Procedures for the Metolong Project Implementation Unit (MPIU) as well as other Best International Practice. The Metolong Programme Implementation Unit (MPIU) will review and supervise the technical quality of the assignment. It is required that all firms responding to this request for Expressions of Interest must have at least ten (10) years of relevant consultancy experience including previous work in the planning, development and successful implementation of Compensation and Resettlement Action Plans (C & RAPs).
The firms must be able to mobilize experts (for example Environment and sociology) required to carry out the assignment. The duration of the assignment is estimated to be 6 calendar months. Submission of Expression of Interests (EOI) The MPIU now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.
Expressions of Interest [EOIs] from prospective Consultants should specify the following information:
• Evidence of business registration in home country; • Profile of the firm/consortium; • Capability profile of all members of the consortium (if applicable); • Proof of Alliances/Partnership (if applicable); • Evidence of track record in planning, development, and implementation of Compensation and Resettlement Action Plans in the Water Sector.
Consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004 revised October 2006. Expressions of Interest must be submitted in six (6) copies (one original and five copies) in a sealed envelope clearly marked “Expression of Interest for Compensation and Resettlement Action Plan for the Metolong Dam and Water Supply Programme (MDWSP)”.
